Pagkakakilanlan ng Lisensyadong Tagaplano Pangkapaligiran sa Kalakhan sa Panahon ng Sustainable Development at Futures Thinking

Abstract

Sinusuri ng papel na ito ang tatlong magkakaugnay na paksa: ang propesyonal na pagkakakilanlan ng Lisensyadong Tagaplano Pangkapaligiran (Environmental Planner o EnP) sa Pilipinas; ang kahalagahan ng urban planning sa isang malaki at kumplikadong kalunsuran tulad ng Kalakhang Maynila; at ang tiyak na gampanin ng mga tagaplano sa pamamahala ng paggamit ng lupa at zonipikasyon. Iniilagay ng papel ang mga paksang ito sa loob ng mas malawak na balangkas ng sustainable development — partikular ang 17 Sustainable Development Goals (SDGs) ng United Nations, ang mga pandaigdigang prinsipyo ng sustainability, at ang mithiin ng Ambisyon 2040 ng Department of Economic Planning and  Development (DepDev) para sa Pilipinas bilang produkto ng futures thinking at hirayamanawari. Gumagamit ang pag-aaral ng qualitative policy analysis at documentary review bilang metodolohiya, na sumasaklaw sa pagsusuri ng mga batas, propesyonal na pamantayan, at mga internasyonal na alituntunin ng pagpaplano. Nalaman ng pananaliksik na ang EnP ay isang natatanging propesyon na nagtataglay ng mahalagang papel sa pagsasalin ng mga layunin ng sustainable development — mula sa pandaigdigang antas ng SDGs hanggang sa lokal na antas ng Comprehensive Land Use Plan (CLUP) at Zoning Ordinance. Ang pagkakakilanlan ng EnP ay binubuo ng tatlong dimensyon: teknikal, propesyonal, at panlipunan, na magkasamang nagtatakda ng isang propesyon na may pananagutang itaguyod ang kabutihang pampubliko at ang kalikasan. Sa Kalakhang Maynila, ang epektibong pamamahala ng paggamit ng lupa ay isang di-maiiwasang kondisyon para sa pagkamit ng maunlad na pamayanan, at upang makamit ang Ambisyon 2040 at ang mga SDG na may kaugnayan sa lungsod, pabahay, kalikasan, at climate action.

    Dr. Eugenio Ferrer Santiago III, is a licensed Environmental/Urban Planner in the Philippines, specializing in Transportation Policy Planning and Development. He finished his Master in Management in Environmental Planning, Master in Business Administration, Graduate Diploma in Project Management, Post-Doctoral Diploma in Strategic Leadership and Management, Doctor of Philosophy in Development Studies/Administration, Juris Doctor, Master in Public Administration and Bachelor in Business Administration. He has more than ten (10) years adjunct faculty experience teaching governance and urban planning subjects in the bachelors, masters and doctoral levels. He has solid eighteen (18) years of government service as corruption prevention officer, public assistance front line action officer and paralegal.
